Lottery Procedure
Purpose
This procedure is designed to ensure fairness, transparency, and compliance with applicable laws and regulations in the enrollment process for the Pre-Kindergarten program at Clinton Central School District.
Scope
This procedure applies to all prospective students and their families applying for enrollment in the Pre-Kindergarten program at Clinton Central School District.
Lottery Procedure
In the event that the number of applications exceeds the maximum number of available slots, a random lottery will be conducted to determine enrollment.
Application Submission
- Applications for the Pre-Kindergarten program will be made available to eligible families during the designated enrollment period.
- All applications must be completed accurately and submitted by the specified deadline.
- Incomplete or late applications will not be considered for the lottery.
Eligibility Criteria
- To be eligible for the lottery, children must meet the age and residency requirements set forth by the Clinton Central School District.
- In the case of multiples (twins, triplets, etc.), all siblings will be treated as a single application unit. If one sibling is selected through the lottery, all siblings within the application unit will be granted enrollment, ensuring that siblings are not separated within the program. If multiples are the last to be selected in the lottery, that pull will be voided and the children will be waitlisted, due a single seat remaining, and a new number pulled.
Lottery Process
- The lottery will be conducted in a fair and transparent manner by designated school officials.
- Each application will be assigned a unique identifier for tracking purposes.
- The lottery drawing will be conducted randomly, ensuring that each eligible application has an equal chance of selection.
- The lottery drawing will be witnessed by at least two impartial individuals to ensure integrity and fairness.
Notification of Results
- Following the lottery drawing, all applicants will be notified of their enrollment status via mail or email.
- Once selected and notified, parents will need to accept or decline within two weeks.
- Accepted applicants will receive instructions for completing the enrollment process, including any required documentation and deadlines.
- Waitlisted applicants will be informed of their position on the waitlist and will be notified if slots become available.
Waitlist Management
- A waitlist will be established for applicants who are not initially selected through the lottery.
- Waitlisted applicants will be offered enrollment on a first-come, first-served basis as slots become available, in accordance with the order of the waitlist.
- Waitlisted applicants will be notified promptly if a slot becomes available, and they will be given a specified timeframe to confirm their acceptance.
Implementation
- This policy and procedure will be communicated to all stakeholders, including parents/guardians, school staff, and the community, to ensure awareness and understanding.
- Adequate resources and support will be provided to facilitate the implementation of the lottery system effectively.
Documentation
- Records of the lottery process, including the list of applicants, lottery results, and waitlist, will be maintained in accordance with the school district's record retention policies.
Communication
- Any updates or changes to this policy and procedure will be communicated promptly to all relevant stakeholders via the school district's website, official communications channels, and other appropriate means.
