Budget Vote: May 20, 2025 in the Theater Lobby from

Proposition No. 1

Resolved, that the Board of Education of the Clinton Central School District, Oneida County, New York, is hereby authorized to expend and there is hereby appropriated, the sum of $33,871,812 estimated by it to be necessary for school purposes for the fiscal year commencing July 1, 2025 and to raise so much thereof as may be necessary by tax on the taxable property in said School District?

Proposition No. 2

Shall the Board of Education of the Clinton Central School District is hereby authorized to establish a capital reserve fund pursuant to Section 3651 of the Education Law to be designated, “2025 Technology and Equipment Capital Reserve Fund” created to defray the cost of original equipment, machinery, vehicles, apparatus, appurtenances, furnishings and other incidental improvements and expenses in connection with the School District’s building and facilities, and in order to accomplish the same, the Board is hereby authorized to establish the ultimate amount of such Reserve Fund to be Two Million ($2,000,000.00) Dollars, plus accrued interest and other investment earnings with a probable term of ten (10) years and, to appropriate from the available fund balance, from the balance and accrued interest of the 2016 Capital Reserve Fund, and/or other legally available funds of the School District to such Reserve Fund?  

 

 



Proposal: New Technology & Equipment Reserve

What is a reserve fund? 

Reserve funds allow school districts to set aside funds for specific purposes, providing financial stability and reducing reliance on indebtedness for capital projects and acquisitions
If approved, what would this reserve be used for? 
This reserve would be used to replace technology equipment necessary to maintain and advance our network infrastructure. It would also be used to defray the cost of original equipment, machinery, vehicles, apparatus, appurtenances, furnishings and other incidental improvements and expenses in connection with the School District’s building and facilities.
How would this new reserve be funded? 
To establish reserve funds, the District would ask voters to authorize moving the remaining balance of the 2016 Capital Reserve into this new reserve fund; approximately $160,000 plus interest. 
 

 Proposition No.  3

Shall the sum of $355,066 be raised by annual levy of a tax upon the taxable property within the Clinton Central School District for the purpose of funding the Kirkland Town Library?
 


Absentee and early mail ballot applications for the May 20, 2025 budget vote and election will be available beginning on April 2 in the Superintendent’s Office. Early mail voting is similar to absentee voting, but  requires no reason as to why in-person voting is not possible. The voter must indicate only that they are qualified and wish to vote early by mail. To obtain an application for either type of ballot, please call 315-557-2253, or email jscranton@ccs.edu

Meet Board of Education Candidate Ms. Jennifer Giannone

Jennifer Giannone, Candidate

Jennifer Giannone grew up here, in Central NY. She holds a BA from Syracuse University in Medieval & Renaissance Studies, and an MA from Monmouth University in European History. She left her career in corporate real estate in 2002 to complete her graduate degree, and subsequently taught Western Civ at Monmouth U. After living elsewhere for three decades, she returned to CNY with her husband and two younger children, who will finish 8th grade at CCS this year. She has lived in the district for nearly a decade.

She was a member of the board of the Clinton Youth Foundation and has worked at the Kirkland Town Library. She is a poll site coordinator for the Oneida County Board of Elections, and has chaired the school budget vote for the past several years. A staunch advocate for public education, scholastic sports and music education, she is looking forward to joining the school board at CCS and helping to maintain the high educational standards that CCS holds.


Meet Board of Education Incumbent Candidate Ms. Lisa Magnarelli

Lisa Magnarelli, Incumbent

Lisa Magnarelli has lived and worked in Clinton for the past 25 years. A graduate of Hamilton College (Class of 1996), Lisa went on to earn her Master’s in Education from the University of South Carolina, beginning a career dedicated to higher education and student development. After working at a small college in Georgia, she returned to Clinton to work at her alma mater. She has served in a wide range of positions at Hamilton—from student life to event management—and currently works as Director of College Events and Scheduling, where she oversees campus-wide event coordination, facility scheduling, major institutional programming, and cross-divisional collaboration.

Lisa is completing her first term on the Clinton Central School District Board of Education, where she has served as Vice President and Chair of the Finance Committee. She brings to the board substantial experience with budgets, strategic planning, and capital projects, drawing on more than two decades of administrative leadership at Hamilton. Her ability to manage large, complex projects and work across departments has been an asset in both professional and volunteer roles. Lisa is especially proud to have helped select a strong, decisive, and compassionate superintendent—someone who has already enhanced the District’s communication and administrative leadership. She also regularly engages in professional development to strengthen her understanding of school board governance and oversight.

In addition to her board service, Lisa is an active member of the broader Clinton community. She has served on the Board of Directors for the Clinton Early Learning Center and recently participated in the Clinton/Kirkland Downtown Revitalization Initiative’s Local Planning Committee. Lisa is committed to transparent, inclusive decision-making and believes that strong public schools are essential—not only for students and families, but for the health and vitality of the entire community.

Lisa’s daughter currently attends Clinton Middle School, and is one of her primary motivations for seeking re-election. With a calm, collaborative leadership style, Lisa is eager to continue supporting the district’s progress with creativity, integrity, and a deep commitment to public education.
