B. Superintendent’s Report
- Superintendent’s Conference Days
I would like the Board to be aware of the robust professional development provided for our teachers on the upcoming conference day, March 18th, for all staff (day off for students), and also the half-days that are being utilized by the elementary school staff.
- COVID Update
I will briefly speak about the current COVID protocols and answer any questions from board members. Since the removal of the mask mandate, there is a sense of positive energy that has been released for everyone's benefit. Seeing the faces of our students and each other is one of the big reasons.
- Kirkland Town Library Proposition
The Kirkland Library has presented a resolution in proper form and we are obligated to present a proposition for the vote on their behalf; according to my calculations, it appears to be a two percent increase over what was approved the last time there was a vote.
- 2022-2023 School Calendar
We will discuss a couple of scenarios that include Yom Kippur as a holiday. I will share a draft for discussion.
- Budget Presentation
This is our opportunity to hear from Joe regarding the budget. Each board meeting, a portion of the total budget is presented so that by the time the board adopts the budget, they will have seen and understand how the total amount of the budget was constructed. In addition, this means that the public will have been able to see and undertand the same things. This week, the areas covered are as follows: Pupil Services, BOCES and Benefits.

5. PUBLIC COMMENT
The Board encourages public comment on school related matters at Board meetings. To allow for this, a period of not more than 30 minutes shall be set aside at each Board meeting. Speakers shall limit their comments to no more than 5 minutes. The Board will not permit, in public session, discussion involving District personnel or students. All speakers are to conduct themselves in a civil manner. Questions and comments from the public concerning matters which are not on the agenda will be taken under consideration and referred to the Superintendent for appropriate action. If the Board considers a topic extraordinary and requires a discussion taking longer than 30 minutes, the Board will consider designating a separate forum dedicated to that topic.
The Board Meeting is a meeting held in public, not a public meeting. While this is an opportunity to speak directly to the Board of Education, please do not expect reciprocal dialogue with the board members or superintendent at the meeting. If you would like such dialogue, please contact the superintendent.

8. NEW BUSINESS
A. RESOLUTION DATED MARCH 8, 2022
RESOLUTION OF THE BOARD OF EDUCATION OF THE CLINTON CENTRAL SCHOOL DISTRICT, ONEIDA COUNTY, NEW YORK APPROVING A PROPOSITION TO LEVY A TAX FOR THE KIRKLAND TOWN LIBRARY.
WHEREAS, the Board of Trustees of the Kirkland Town Library (the “Library”) has requested that the Clinton Central School District (the “School District”) levy a tax upon the taxable property in the School District to fund public library services in accordance with Section 259(1) of the Education Law of the State of New York, as amended; and
WHEREAS, the Board of Education of the School District (the “Board of Education”) desires to seek the authorization of the duly qualified voters of the School District in order to levy the tax requested by the Library;
NOW, THEREFORE, be it resolved by the Board of Education of the School District as follows:
Section 1. The Board of Education hereby approves the inclusion of the following proposition on the ballot at the annual meeting of the School District scheduled to be held on May17, 2022:
Proposition No. 2
Shall the sum of $331,279 be raised by annual levy of a tax upon the taxable property within the Clinton Central School District for the purpose of funding the Kirkland Town Library?
Section 2. The School District Clerk is hereby directed to include the foregoing proposition in the notice of annual School District meeting in accordance with the provisions of the Education Law.
Section 3. This Resolution shall take effect immediately. Kirkland Town Library Request
This is the resolution that the library has presented and will be voted on at our annual vote.
B. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, in accordance with Board Policy #6150, the attached 2021-2022 line item budget transfer items be approved: Budget Transfer Items

9. OTHER
A. BE IT RESOLVED that the Clinton Central School Board of Education approve the following resolution to be voted upon at the April 26, 2022 district meeting:
RESOLVED, that the Board of Education, upon the recommendation of the Superintendent, approves the resolution to nominate Timothy Thomas, 10 Hamilton Place, Clinton, NY 13323 for three (3) years to serve on the Oneida-Herkimer-Madison BOCES Cooperative Board.
Mr. Thomas was a past Clinton School Board Member, serving six years, and he will be a great addition to the BOCES Cooperative Board. We cannot thank retiring member Michael Moore enough for his service over the past two decades; however, we are in the process of planning how to formally acknowledge him in the near future.

11. PERSONNEL
The following teachers are retiring this year and together represent 178 years of Clinton experience. We will miss them dearly and thank them for the impact they have had on our community and our children.
11A. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the resignation with intent to retire of Susan King, Secondary Mathematics Teacher, after 26 years of service at CCS, in accordance with Article 22 of the current CTA agreement, effective June 30, 2022, be accepted with regret. (Exhibit #10)
11B. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the resignation with intent to retire of Kelly Gehring, Elementary Teacher, after 34 years of service at CCS, in accordance with Article 22 of the current CTA agreement, effective June 30, 2022, be accepted with regret. (Exhibit #11)
11C. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the resignation with intent to retire of Kristin Hall, Special Education Teacher, after 33 years of service at CCS, in accordance with Article 22 of the current CTA agreement, effective June 30, 2022, be accepted with regret. (Exhibit #12)
11D. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the resignation with intent to retire of Kimberly Garbry, Elementary Teacher, after 30 years of service at CCS, in accordance with Article 22 of the current CTA agreement, effective June 30, 2022, be accepted with regret. (Exhibit #13)
11E. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the resignation with intent to retire of Monica Caughy-Moshier, School Social Worker, after 25 years of service at CCS, in accordance with Article 22 of the current CTA agreement, effective June 30, 2022, be accepted with regret. (Exhibit #14)
11F. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the resignation with intent to retire of Thomas Trevisani, Physical Education Teacher, after 30 years of service at CCS, in accordance with Article 22 of the current CTA agreement, effective June 30, 2022, be accepted with regret. 11G. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the following coaching appointments for the 2021-2022 school year, to be compensated in accordance with Article 14 of the CTA contract or other agreements/understandings between the District and CTA, pending team formation and fingerprint clearance, be approved. 11J. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the appointment of Paul Grube to the full time civil service position of bus driver, to be compensated at an hourly rate of $20, in accordance with the current CSEA agreement, beginning on March 9, 2022, be approved. (Exhibit #19)
NOTE: Mr. Grube has been serving for some time as a substitute bus driver.11K. BE IT RESOLVED, that upon the recommendation of the Superintendent of Schools, the appointment of the following as a musician for the High School musical to be compensated at a flat rate of $400, be approved:

11L. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the resignation of Jessica Kelsey from the full-time position of aide effective March 4, 2022, be accepted with regret. (Exhibit #20)
12. QUESTIONS BY THE BOARD OF EDUCATION
An opportunity for communication and discussion among the governance team.
13. EXECUTIVE SESSION AND ADJOURNMENT
There will be an executive session for the reasons bolded and underlined below.
The Board of Education may hold executive sessions at which only the members of the Board or persons invited by the Board shall be present. However, the executive session is only available for the purpose of discussion, and except as the law allows, formal action must be taken in an open session.
Executive sessions can be requested by any member of the Board or the Superintendent of Schools.
A Board member must make a motion during an open meeting to convene in executive session. Upon a majority vote of its members, the Board may convene in executive session at a place which the Board President or said members may designate within the District to discuss the subjects enumerated below.
Matters which may be considered in executive session are:
- matters which will imperil the public safety if disclosed;
- any matter which may disclose the identity of a law enforcement agent or informer;
- information relating to current or future investigation or prosecution of a criminal offense which would imperil effective law enforcement if disclosed;
- discussions regarding proposed, pending or current litigation;
- collective negotiations pursuant to Article 14 of the Civil Service Law(the Taylor Law);
- the medical, financial, credit or employment history of a particular person or corporation, or matters leading to the appointment, employment, promotion, demotion, discipline, suspension, dismissal or removal of a particular person or corporation;
- the preparation, grading or administration of examinations; and
- the proposed acquisition, sale, or lease of real property or the proposed acquisition of securities, or sale or exchange of securities, but only when publicity would substantially affect the value thereof.
