Note that we are now in person for our meetings and we will be in the Secondary School Media Center.
Purpose of this special meeting: We continue to have vacancies and we are presenting these resolutions for appointment before school starts. These prospective new employees need official action on our part before notifying their current places of employment of their intent to resign to take our position.

4. PERSONNEL
A. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the appointment of Sarah Spado to the three year probationary tenure track position of Special Education Teacher at Step 8MA, in accordance with the current CTA agreement, effective September 1, 2021 through August 31, 2024, except to the extent required by the applicable provisions of Education Law § 3014, in order to be granted tenure, the appointee must receive composite of overall annual professional performance review ratings pursuant to Education Law § 3012-c or § 3012-d of either effective or highly effective in at least three of the four preceding years, and if the appointee receives an ineffective composite or overall rating in the final year of the probationary period she shall not be eligible for tenure at that time, be approved. (Exhibit #1)
This is the additional position needed in the elementary school for the self-contained special education students. Instead of having two such classrooms (K-2, 3-5), we will have three (K-1, 2-3, 4-5).B. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the appointment of Dylann McLaughlin to the four year probationary tenure track position Secondary ELA Teacher at Step 3MA, in accordance with the current CTA agreement, on or about September 24, 2021 through September 24, 2025, except to the extent required by the applicable provisions of Education Law § 3014, in order to be granted tenure, the appointee must receive composite of overall annual professional performance review ratings pursuant to Education Law § 3012-c or § 3012-d of either effective or highly effective in at least three of the four preceding years, and if the appointee receives an ineffective composite or overall rating in the final year of the probationary period she shall not be eligible for tenure at that time, be approved. (Exhibit #2)
As presented, we have created an academic intervention services position to assist with student 6-8 in ELA as part of the TSI Plan for Improvement. The current 8th grade techer will move into the position and this new hire will teach 8th grade.
C. BE IT RESOLVED, that the Board of Education hereby appoints Alicia Castle to serve in a limited term, non-probationary or tenure appointment as a licensed teaching assistant for the 2021-2022 school year, to be compensated at (.45) 4BA in accordance with the current CTA agreement, beginning September 1, 2021 and ending no later than June 30, 2022 and;
BE IT FURTHER RESOLVED that the Board of Education approves the terms of a signed waiver agreement by and between Alicia Castle, the District and the Clinton Teachers Association, stipulating and confirming that the individual is not being appointed to probationary positions as licensed teaching assistants. (Exhibit #3)
We added this position with federal stimulus funds (ARPA) to assist with academic interventions in the elementary school. This is a limited term appointment, one year at a time, due to the temporary nature of the stimulus funds (3 years).
D. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the appointment of Baillie La Mariana to the four year probationary tenure track position of Teacher Assistant at (.55) Step 4BA, in accordance with the current CTA agreement, effective September 1, 2021 through August 31, 2025, except to the extent required by the applicable provisions of Education Law § 3014, in order to be granted tenure, the appointee must receive composite of overall annual professional performance review ratings pursuant to Education Law § 3012-c or § 3012-d of either effective or highly effective in at least three of the four preceding years, and if the appointee receives an ineffective composite or overall rating in the final year of the probationary period she shall not be eligible for tenure at that time, be approved. (Exhibit #4)
This is the replacement for the retiring teaching assistant at the elementary school, who will now be teaching a special class in technology for all students in the rotation of specials (Music, Art, PE, etc.).
E. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the appointment of Kayla Russum to the full time civil service position of aide, to be compensated at Aide 3 Step 2, in accordance with the current CSEA agreement, beginning September 1, 2021, with a probationary period of 8 to 26 weeks, be approved. (Exhibit #5)
Filling a currently vacant position in the elementary school.
F. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the resignation of Zachary Schoenbrot from the position of Secondary ELA Teacher for the Clinton Central School District, effective August 24, 2021, be accepted with regret. (Exhibit #6)
Unfortunately, he is unable to follow through with his appointment and needs to return home out of the area.
G. BE IT RESOLVED that, uon the recommendation of Superintendent of Schools, the resignation of Michelle Denison from the position of school monitor, effective August 24, 2021, be accepted with regret. (Exhibit #7)
We will need to fill this new vacancy.
H. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the appointment of Dalila Hasanagic to the position of long-term substitute teacher in the special education tenure area, at Step 1BAin accordance with the current CTA agreement, beginning on or about September 1, 2021 through November 15, 2021, be approved. (Exhibit #8)
Ms. Hasanagic will be filling in for a family care leave in the middle school.
I. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the appointment of Alyssa Giardino to the position of long-term substitute teacher in the elementary tenure area, at Step 1BA in accordance with the current CTA agreement, beginning on or about September 1, 2021 through November 19, 2021, be approved. (Exhibit #9)

Executive Session
We do not anticipate the need for an Executive Session at this time
Information Regarding Executive Sessions
The Board of Education may hold executive sessions at which only the members of the Board or persons invited by the Board shall be present. However, the executive session is only available for the purpose of discussion, and except as the law allows, formal action must be taken in an open session.
Executive sessions can be requested by any member of the Board or the Superintendent of Schools.
A Board member must make a motion during an open meeting to convene in executive session. Upon a majority vote of its members, the Board may convene in executive session at a place which the Board President or said members may designate within the District to discuss the subjects enumerated below.
Matters which may be considered in executive session are:
- matters which will imperil the public safety if disclosed;
- any matter which may disclose the identity of a law enforcement agent or informer;
- information relating to current or future investigation or prosecution of a criminal offense which would imperil effective law enforcement if disclosed;
- discussions regarding proposed, pending or current litigation;
- collective negotiations pursuant to Article 14 of the Civil Service Law(the Taylor Law);
- the medical, financial, credit or employment history of a particular person or corporation, or matters leading to the appointment, employment, promotion, demotion, discipline, suspension, dismissal or removal of a particular person or corporation;
- the preparation, grading or administration of examinations; and
- the proposed acquisition, sale, or lease of real property or the proposed acquisition of securities, or sale or exchange of securities, but only when publicity would substantially affect the value thereof
