    5. PUBLIC TO BE HEARD

    The Board encourages public participation on school related matters at Board meetings.  To allow for this, a period of not more than 30 minutes shall be set aside at each Board meeting.  Speakers shall limit their comments to no more than 5 minutes.  The Board will not permit, in public session, discussion involving District personnel or students.  All speakers are to conduct themselves in a civil manner.  Questions and comments from the public concerning matters which are not on the agenda will be taken under consideration and referred to the Superintendent for appropriate action.  If the Board considers a topic extraordinary and requires a discussion taking longer than 30 minutes, the Board will consider designating a separate forum dedicated to that topic.

    A. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the participation with the attached list of school districts in the Girls Varsity Hockey Program, pending receipt of a fully executed Memorandum of Agreement and current certificate of insurance, be approved.   List of Participants

    B. BE IT RESOLVED that, in response to the examination prepared by the D’Arcangelo & Co., LLP, covering the period of July 1, 2017 through June 30, 2018, the corresponding corrective
    action plan submitted to NYSED by the Clinton Central School District, be accepted and made part of this school district’s records.  Corrective Action Plan

    C.  BE IT RESOLVED, that the following tax bill revisions be approved:  School Tax Revisions                                                                                                                                   

    Fred Lomanto, Jr., Tax Map # 315.015-1-3, an adjustment of $725

    Rosemary Benson, Tax Map #339.018-1-2, an adjustment of $725

    Judith Hogan, Tax Map #347.002-2-583, an adjustment of $1,475.36

    D. BE IT RESOLVED that the Board of Education approves the disposal of the attached list of obsolete property.   List of Items for Disposal

    E.  Real Property Tax Law §487

    WHEREAS, Real Property Tax Law §487 provides that certain solar or wind energy systems or farm waste energy systems are exempt from real property taxation for a period of fifteen years; and

    WHEREAS, Real Property Tax Law §487 permits a school district to adopt a resolution providing that the exemption under Real Property Tax Law §487 shall not apply within its jurisdiction to such solar, wind or farm waste energy system projects which begin construction subsequent to the effective date of such resolution; and

    WHEREAS, on January 23, 2018, the Board of Education adopted a resolution opting out of the tax exemption under Real Property Tax Law §487; and

    WHEREAS, the Board of Education desires to adopt a resolution rescinding its opt out under Real Property Tax Law §487.

    NOW, THEREFORE, BE IT RESOLVED that:

    1. It is resolved that the Clinton Central School District’s opt out of the tax exemption made available by Real Property Tax Law §487 is hereby be rescinded and such exemption shall be applicable within the boundaries of the Clinton Central School District.

    2. This Resolution shall take effect immediately.

    F.  Solar Energy Pilot

    WHEREAS, Mark C. Lewis intends to construct a solar energy system as defined in Real Property Tax Law §487; and

    WHEREAS, Mr. Lewis and the Clinton Central School District have negotiated terms for a fifteen year payment in lieu of tax agreement for such solar energy system; and

    WHEREAS, the Board of Education desires to adopt a resolution authorizing execution of such agreement.

    NOW, THEREFORE, BE IT RESOLVED that:

    1. The Board of Education shall enter into a payment in lieu of tax agreement with Mark C. Lewis and such agreement shall be in the form approved by Ferrara Fiorenza PC.

    2. The Board of Education hereby delegates to the Superintendent of Schools the authority to execute such agreement.

    G. REAL PROPERTY TAX LAW §487

    WHEREAS, Real Property Tax Law §487 provides that certain solar or wind energy systems or farm waste energy systems are exempt from real property taxation for a period of fifteen years; and

    WHEREAS, Real Property Tax Law §487 further provides that effective January 1, 2018, certain micro-hydroelectric energy systems, fuel cell electric generating systems, micro­ combined heat and power generating equipment systems and electric energy storage equipment and electric energy storage systems are exempt from real property taxation for a period of fifteen years; and

    WHEREAS, Real Property Tax Law §487 permits a school district to adopt a resolution providing that the exemption under Real Property Tax Law §487 shall not apply within its jurisdiction to such energy system projects which begin construction subsequent to the effective date of such resolution.

    WHEREAS, the Board of Education desires to adopt a resolution opting out of the tax exemption under Real Property Tax Law §487.

    NOW, THEREFORE, BE IT RESOLVED that:

    1. The tax exemption made available by Real Property Tax Law 487 shall not be applicable within the boundaries of the Clinton Central School District with respect to any solar or wind energy systems or farm waste energy systems constructed subsequent to the date of this Resolution.

    2. The tax exemption made available by Real Property Tax Law §487 shall not be applicable within the boundaries of the Clinton Central School District with respect to any micro-hydroelectric energy systems, fuel cell electric generating systems, micro-combined heat and power generating equipment systems and electric energy storage equipment and electric energy storage systems constructed subsequent to the date of this resolution.

    3. This Resolution shall take effect immediately.        

    9. PERSONNEL

    A. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the resignation of Martha Devine from the full time civil service position of Clerk, effective October 23, 2018, contingent upon her appointment to the full time civil service position of Office Specialist, be approved.  (Exhibit #14)

    B. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the appointment of Martha Devine to the full time civil service position of Office Specialist, to be compensated at Step 6, in accordance with the current CSEA agreement, with a probationary period of 8 to 26 weeks, effective October 24, 2018, be approved.  (Exhibit #15)                                

    C. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the temporary appointment of Georganne Jadhon to the full time civil service position of Principal Office Specialist, to be compensated at Step 1, in accordance with the current CSEA agreement, effective October 1, 2018, be approved.  (Exhibit #16)

    D. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the appointment of Daniel Bankert to the part time civil service position of school monitor to be compensated at Step 1, in accordance with the current CSEA agreement, with a probationary period of 8 to 26 weeks, effective September 20, 2018, be approved.  (Exhibit #17)

    E. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the following placements be approved:  (Exhibit #18)

    1. Matthew Bertollo, student observer under the supervision of high school social studies teacher Norm Deep.

    2. Anna Femia, field work under the supervision of special education teacher Christine Carbone.

    F. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the following coaching appointments for the 2018-2019 school year, to be compensated in accordance with Article 14 of the CTA contract or other agreements/understandings between the District and CTA, be approved.     G. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the unpaid family care leave of absence for Richard Ferrone, elementary teacher, beginning on November 26, 2018 through January 3, 2019, in accordance with the current CTA agreement, be approved.  (Exhibit #20)

    H. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the unpaid leave of absence for Michele Dunn, high school math teacher, on September 24, 2018, in accordance with the current CTA agreement, be approved.  (Exhibit #21)

    I. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the following co-curricular appointment for the 2018-2019 school year, to be compensated in accordance with Article 15 of the CTA contract, be approved:
