    4. EXECUTIVE SESSION

    5. PUBLIC TO BE HEARD

    The Board encourages public participation on school related matters at Board meetings.  To allow for this, a period of not more than 30 minutes shall be set aside at each Board meeting.  Speakers shall limit their comments to no more than 5 minutes.  The Board will not permit, in public session, discussion involving District personnel or students.  All speakers are to conduct themselves in a civil manner.  Questions and comments from the public concerning matters which are not on the agenda will be taken under consideration and referred to the Superintendent for appropriate action.  If the Board considers a topic extraordinary and requires a discussion taking longer than 30 minutes, the Board will consider designating a separate forum dedicated to that topic.

    8. NEW BUSINESS                                            

    A. BE IT RESOLVED that the Board of Education increases the 2017-2018 budget by $153,186 to account for the interfund transfer for the purchase of three school buses as approved by voters on May 15, 2018.  Interfund Transfer

    B. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the agreement between Madison-Oneida BOCES and the Clinton Central School District to provide community fitness classes and operate a community fitness center in accordance with agreed upon staffing, hours, financial responsibilities, and administrative supervision, effective July 1, 2018 through June 30, 2019, be approved.  Fitness Center Agreement

    C. BE IT RESOLVED that the Board of Education accepts a donation from the Hannaford Helps Schools Program for the Elementary Playground Project.  Hannaford Donation

    E. BE IT RESOLVED that the agreement between the Omni Group and the Clinton Central School District to provide 403(b) third party administration for the 2018-2019 academic school year, at a cost of $3,700, be approved.  This agreement is in the form of an amendment and reinstatement of the 2017-2018 Service Agreement.  OMNI Agreement

BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the agreement between the Oneida County Probation Department and the Clinton Central School District to provide Probation Officers for the purpose of Initial Response Team services for the 2018-2019 school year at a cost of $10,750.00, be approved.  Agreement with Oneida County

    A. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the creation of the 0.5 FTE competitive civil service position of Coordinator of Athletics and Communications, effective June 15, 2018, be approved.  (Exhibit #16)   

    B. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the following fall coaching appointments for the 2018-2019 school year, to be compensated in accordance with Article 14 of the CTA contract or other agreements/understandings between the District and CTA, be approved.  (Exhibit #17)

    C. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the appointment of Barbara Mosher to full time civil service position of Custodian, to be compensated at a salary of $25,010.35, in accordance with the current CSEA agreement, with a probationary period of 8 to 26 weeks, effective June 6, 2018, be approved.  (Exhibit #18)

    D. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the contract between Douglas Fiore, Coordinator of Athletics and Communication, and the Clinton Central School District, effective July 1, 2018, be approved.  (Exhibit #19)

    E. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the unpaid family care leave of absence for Alexandra Roy, elementary teacher, beginning on or about September 4, 2018 through January 3, 2019, be approved.  (Exhibit #20)

    F. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the resignation with intent to retire of Dougal Fiore, Coordinator of Athletics and Communication, effective December 31, 2018, be accepted with regret.  (Exhibit #21)  

    G. BE IT RESOLVED that the Board of Education authorizes the Superintendent to sign and thereby execute the attached Settlement Agreement between the Clinton Central School District and the CSEA on behalf of the Board of Education and District.  (Exhibit #22)

    H.  BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the appointment of Erin Muzio to the three year probationary tenure track position of special education  teacher at Step 8MA, in accordance with the current CTA agreement, effective September 1, 2018 through August 31, 2021,  except to the extent required by the applicable provisions of Education Law § 3014, in order to be granted tenure, the appointee must receive composite or overall annual professional performance review ratings pursuant to Education Law § 3012-c or § 3012-d of either effective or highly effective in at least three of the four preceding years, and ifthe appointee receives an ineffective composite or overall rating in the final year of the probationary period she shall not be eligible for tenure at that time, be approved.  (Exhibit #23)
