    Clinton Central School proudly educates and empowers students to realize their potential and become thoughtful, contributing members of society.

    4. PUBLIC TO BE HEARD

    The Board encourages public participation on school related matters at Board meetings. To allow for this, a period of not more than 30 minutes shall be set aside at each Board meeting. Speakers shall limit their comments to no more than 5 minutes. The Board will not permit, in public session, discussion involving District personnel or students. All speakers are to conduct themselves in a civil manner. Questions and comments from the public concerning matters which are not on the agenda will be taken under consideration and referred to the Superintendent for appropriate action. If the Board considers a topic extraordinary and requires a discussion taking longer than 30 minutes, the Board will consider designating a separate forum dedicated to that topic.

    RESOLUTION OF THE BOARD OF EDUCATION OF THE CLINTON CENTRAL SCHOOL DISTRICT, ONEIDA COUNTY, NEW YORK APPROVING THE INCLUSION OF A PROPOSITION FOR ESTABLISHING CONTINUOUS VOTER REGISTRATION.

    WHEREAS, the Board of Education (the “Board of Education”) of the Clinton Central School District (the “School District”) previously provided for the personal registration of voters at annual meetings, special meetings and elections of the School District pursuant to Section 2014(1) of the Education Law of the State of New York, as amended (the “Education Law”); and
    WHEREAS, in connection therewith, the School District currently utilizes a Board of Registration (the “Board of Registration”) to prepare a register of voters prior to annual meetings, special meetings and elections of the School District; and
    WHEREAS, the School District is considering establishing the continuous registration of voters of the School District at the office of the Clerk of the School District in accordance with the provisions of Section 2014(2) of the Education Law; and

    WHEREAS, pursuant to Section 2014(6) of the Education Law, such continuous registration of voters, if established, would eliminate the need for the Board of Registration to meet prior to annual meetings, special meetings and elections for purposes of registering voters of the School District; and

    WHEREAS, the Board of Education desires to seek the authorization of the duly qualified voters of the School District in order to establish continuous registration of voters of the School District;

    NOW, THEREFORE, be it resolved by the Board of Education of the School District as follows:
     
    Section 1. The Board of Education hereby approves the inclusion of the following proposition on the ballot at the annual meeting of the School District scheduled to be held on May 16, 2017:

    Proposition

    Shall the Board of Education of the Clinton Central School District (the “School District”) be authorized to establish the continuous registration of voters of the School District at the office of the Clerk of the District located at 75 Chenango Avenue, Clinton, New York between the hours of 8:00 a.m. and 4:00 p.m. of the school day in accordance with Section 2014(2) of the Education Law of the State of New York, as amended?

    Section 2. This Resolution shall take effect immediately.

    E. BE IT RESOLVED that the Board of Education approves the disposal of obsolete property.    Item for Disposal
                  
    F. BE IT RESOLVED that the Board of Education accepts a donation from Dr. Stephen L. Grimm in the amount of $369.40:

          NOTE: This donation is to benefit the Clinton music and theater programs in honor of Dr. Grimm’s late grandfather, William I. Grimm, who was a professional drummer and entertainer during the big band era depicted in this year's high school musical "Over Here".

    G.  RESOLUTION OF THE BOARD OF EDUCATION FOR THE CLINTON CENTRAL SCHOOL DISTRICT

     

    WHEREAS, the Board of Education of the Clinton Central School District desires to enter into a 5 year contract with the Madison-Oneida BOCES in order for the Regional Information Center to furnish certain services to the District pursuant to Education Law 1950(4)(jj), those services being: 505 Instructional Hardware Services.
     
    NOW, THEREFORE, it is

     

    RESOLVED, that the Board of Education of the Clinton Central School District agrees to enter into a contract with the Madison-Oneida BOCES for the provision of said services to the District not to exceed $132,035.92 plus related borrowing fees, plus yearly Regional Information Center support during the term of this contract, finalized by the Superintendent, subject to the approval of the Commissioner of Education, for a period of 5 year(s); 2017-18, 2018-19, 2019-20, 2020-21, 2021-22.    Lease Agreement

    A. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the resignation with intent to retire of Marcia Belois, Teacher Assistant, after 20 years of service at CCS, in accordance with Article 22 of the current CTA agreement, effective June 30, 2017, be accepted with regret.   (Exhibit #9)

    B. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the resignation with intent to retire of Tracy Evans, Elementary Teacher, after 29 years of service at CCS, in accordance with Article 22 of the current CTA agreement, effective June 30, 2017, be accepted with regret.   (Exhibit #10)

    C. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the resignation with intent to retire of Kathleen Glickman, Secondary Social Studies Teacher, after 29 years of service at CCS, in accordance with Article 22 of the current CTA agreement, effective June 30, 2017, be accepted with regret.    (Exhibit #11)

    D. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the resignation with intent to retire of Thomas Hullar, Elementary Teacher, after 32 years of service at CCS, in accordance with Article 22 of the current CTA agreement, effective June 30, 2017, be accepted with regret.   (Exhibit #12)

    E. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the resignation with intent to retire of Mary Beth King, Health Teacher, after 32 years of service at CCS, in accordance with Article 22 of the current CTA agreement, effective June 30, 2017, be accepted with regret.   (Exhibit #13)

    F. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the resignation with intent to retire of Thaddeus Lawrence, Health/Physical Education Teacher, after 16 years of service at CCS, in accordance with Article 22 of the current CTA agreement, effective June 30, 2017, be accepted with regret.   (Exhibit #14)

    G. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the resignation with intent to retire of Laurie Rosenburgh, Secondary Science Teacher, after 30 years of service at CCS, in accordance with Article 22 of the current CTA agreement, effective June 30, 2017, be accepted with regret.   (Exhibit #15)

    H. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the appointment of Christina Buschmann to the position of long-term substitute physical education teacher, at Step 2MA in accordance with the current CTA agreement, effective March 14, 2017 through approximately April 13, 2017, be approved.   (Exhibit #16)

          NOTE: Ms. Buschmann will be assuming the duties of Darcy Cross.

    I. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the appointment of Dale Jewell to the position of bus driver, at step 3, in accordance with the current CSEA agreement, effective March 15, 2017, be approved.   (Exhibit #17) 

    J. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the Tech Prep Team Leader stipend of $500 for Ryan O’Rourke, Technology Teacher, be approved.   (Exhibit #18)

         NOTE: The District received a grant of $900 from OHM BOCES to fund this program, $500 of which is designated for the Team Leader stipend.

    K. BE IT RESOLVED, that upon the recommendation of the Superintendent of Schools, the appointment of the following as a musician for the High School musical to be compensated at a flat rate of $400, be approved:

          Janelle Conklin and Stephen Grimm

    L. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the following spring coaching appointment for the 2016-2017 school year, to be compensated in accordance with Article 14 of the CTA contract or other agreements/understandings between the District and CTA, be approved.   (Exhibit #19)
