    Clinton Central School proudly educates and empowers students to realize their potential and become thoughtful, contributing members of society.

    4. PUBLIC TO BE HEARD

    The Board encourages public participation on school related matters at Board meetings. To allow for this, a period of not more than 30 minutes shall be set aside at each Board meeting. Speakers shall limit their comments to no more than 5 minutes. The Board will not permit, in public session, discussion involving District personnel or students. All speakers are to conduct themselves in a civil manner. Questions and comments from the public concerning matters which are not on the agenda will be taken under consideration and referred to the Superintendent for appropriate action. If the Board considers a topic extraordinary and requires a discussion taking longer than 30 minutes, the Board will consider designating a separate forum dedicated to that topic.

    1. BE IT RESOLVED that draft policy #6110, Budget Planning, and corresponding regulation 6110-R, be adopted.    Draft Policy 6110 and Regulation 6110-R

       NOTE: This is the second reading and adoption.

    B. RESOLUTION DATED FEBRUARY 28, 2017 

    RESOLUTION OF THE BOARD OF EDUCATION OF THE CLINTON CENTRAL SCHOOL DISTRICT, ONEIDA COUNTY, NEW YORK APPROVING THE INCLUSION OF A PROPOSITION FOR THE PURCHASE OF TRANSPORTATION VEHICLES ON THE BALLOT AT THE ANNUAL SCHOOL DISTRICT MEETING.

    WHEREAS, the Clinton Central School District (the “School District”) is considering undertaking the purchase of one (1) 72-passenger school bus, one (1) 66-passenger school bus and one (1) 22-passenger school bus at an estimated total maximum cost not to exceed $310,000 (collectively, the “Buses”); and

    WHEREAS, the Board of Education of the School District (the “Board of Education”) desires to seek the authorization of the duly qualified voters of the School District to acquire the Buses and levy a tax for the cost thereof;
    NOW, THEREFORE, be it resolved by the Board of Education of the School District as follows:
    Section 1. The acquisition of the Buses constitutes a “Type II Action” pursuant to Section 6 NYCRR Part 617.7 of the Regulations of the Department of Environmental Conservation of the State of New York adopted pursuant to Article 8 of the Environmental Conservation Law, as amended (the “SEQRA Act”) and no review under the SEQRA Act is required.
    Section 2. The Board of Education hereby approves the inclusion of the following proposition on the ballot at the annual meeting of the School District scheduled to be held on May 16, 2017:

    Proposition

    Shall the Board of Education (the “Board of Education”) of the Clinton Central School District (the “School District”) be authorized to purchase one (1) 72-passenger school bus, one (1) 66-passenger school bus and one (1) 22-passenger school bus at a total estimated cost of $310,000, including necessary furnishings, fixtures and equipment and all other necessary costs incidental thereto and to expend a total sum not to exceed $310,000, which is estimated to be the total maximum cost thereof, and levy a tax which is hereby voted for the foregoing in the amount of $310,000, which shall be levied and collected in annual installments in such years and in such amounts as may be determined by the Board of Education and in anticipation of the collection of such tax, bonds and notes of the School District are hereby authorized to be issued at one time or from time to time in the principal amount not to exceed $310,000, and a tax is hereby voted to pay the interest on said obligations when due?

    Section 3. This resolution shall take effect immediately.
     
    C.  RESOLUTION OF THE BOARD OF EDUCATION FOR THE CLINTON CENTRAL SCHOOL DISTRICT
     
    WHEREAS, the Board of Education of the Clinton Central School District desires to enter into a 4 year contract with Madison-Oneida BOCES in order for the Regional Information Center to furnish certain services to the District pursuant to Education Law 1950(4)(jj), those services being: 602 Administrative Computer Services.
     
    NOW, THEREFORE, it is
     
    RESOLVED, that the Board of Education of the Clinton central School District agrees to enter into a contract with the Madison-Oneida BOCES for the provision of said services to the District not to exceed $155,473 plus related borrowing fees, plus yearly Regional Information Center support during the term of this contract, finalized by the Superintendent, subject to the approval of the Commissioner of Education, for a period of 4 year(s); 2017-18, 2018-19, 2019-20, 2020-21.   MORIC Lease Agreement

    A. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the resignation with intent to retire of Andree Fesko, Clerk, after 12.5 years of service at CCS, in accordance with the current CSEA agreement, effective April 24, 2017, be accepted, with regret.   (Exhibit #12)

    B. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the abolishment of the following obsolete civil service titles, be approved.   (Exhibit #13)

    C. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the unpaid leave of absence for Kim Radtke, bus driver, beginning February 27, 2017 through March 3, 2017, be approved.   (Exhibit #14)

    D. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the unpaid leave of absence for Leonard Murphy, bus driver, beginning March 13, 2017 through March 16, 2017, be approved.   (Exhibit #15)

    E. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools, the following spring coaching appointment for the 2016-2017 school year, to be compensated in accordance with Article 14 of the CTA contract or other agreements/understandings between the District and CTA, be approved.   (Exhibit #16)

    F. BOARD OF EDUCATION RESOLUTION APPROVING AMENDED, SUPERSEDING AGREEMENT

    BE IT RESOLVED, that the Board has reviewed, and approves, the terms of the amended, superseding employment agreement for Dr. Stephen L. Grimm, Superintendent of Schools, for the amended term beginning July 1, 2017 and ending on June 30, 2022, and

    BE IT FURTHER RESOLVED, that the Board hereby expressly adopts and approves the aforementioned Agreement and authorizes and directs the Board President to sign and thereby execute the Agreement on behalf of the Board and District, and further directs the Board President, after signing the Agreement, to tender or cause the Agreement to be tendered to Dr. Grimm for his signature and approval; and

    BE IT FURTHER RESOLVED, that the Board Clerk is hereby directed to maintain a copy of the
    Agreement in a supplemental file to the minutes of this Board meeting and to maintain the signed
    original of the Agreement with Dr. Grimm’s personnel file. (Exhibit #17)

    G. BOARD OF EDUCATION RESOLUTION APPROVING AMENDED, SUPERCEDING AGREEMENT

    BE IT FURTHER RESOLVED, that the Board hereby expressly adopts and approves the aforementioned Agreement and authorizes and directs the Board President to sign and thereby execute the Agreement on behalf of the Board and District, and further directs the Board President, after signing the Agreement, to tender or cause the Agreement to be tendered to Mr. Barretta for his signature and approval; and

    BE IT FURTHER RESOLVED, that the Board Clerk is hereby directed to maintain a copy of the Agreement in a supplemental file to the minutes of this Board meeting and to maintain the signed original of the Agreement with Mr. Barretta's personnel file. (Exhibit #18)
